The 2010 Census San Antonio & Bexar County Complete Count Committee is comprised of sixteen (16) members appointed by the City of San Antonio (Mayor and City Council) and Bexar County (County Judge and Commissioners). The Committee is made up of volunteers, community leaders, and business and industry representatives whom work with the U.S. Census Bureau to help promote the importance and purpose of the 2010 Census in our community. Census data will be used to help determine:
o representation in state and local government
o more than $400 billion of federal resources each year
o locations of, public schools, colleges, new roads, hospitals, child-care centers, retail stores, senior citizen centers and other community facilities
o funding for school nutrition programs and education programs and
o resources and funding for non- profits groups and community groups.
Meetings are held on the first Tuesday of the month at 5:30 PM, at the Cliff Morton Development and Business Services Center, at 1901 S. Alamo St, Training Room A & B (2nd Floor).

The purpose of the Airport Advisory Commission (AAC) is to advise the City's Aviation Director on policies affecting the City's airports and air transportation initiatives. Membership on the AAC includes representation from the following: three (3) Aviation industry to include, but not limited to, representatives from the Military, Commercial Airlines, the National Air Transportation Association, the National Business Aircraft Association, Aircraft Manufacturers, Private Aircraft Pilots, and the Airline Pilots Association; six (6) Community Representatives to include a minimum of four (4) neighborhood associations from neighborhoods located near the Airport, each representing a different association; two (2) Travel and Tourism Industry Representatives; four (4) Business Community Representatives to include one local Chamber of Commerce representative; one (1) Taxi Cab Industry Representative; one (1) Airport Business - Lessee; one (1) Alamo Area Council of Governments Representative; and one (1) Federal Aviation Administration Representative (non-voting).

The Animal Care Services (ACS) Advisory Board consists of 14 members. Eleven of the members are appointed by the Mayor and each City Councilmember. The Health Director, the Animal Care Services Director and the City Manager or designees serve as ex-officio non-voting members of the Board. The Animal Care Services Advisory Board shall include among its membership at least one (1) licensed veterinarian; one (1) City official; one (1) animal shelter operator; and one (1) representative from an animal welfare organization. Terms of office are for two years from the date of appointment.
The Animal Care Services Advisory Board shall visit the animal care services facility of the City at times selected by the Board, and shall inspect all phases of the facility. Board members shall have access to all areas of the animal care services facility for observation purposes only.
The Animal Care Services Advisory Board shall meet at least three (3) times per year. Advisory Board meetings are held the 3rd Wednesday of the month at the ACS Shelter which is located at 4710 State Highway 151. Meetings begin at 6:30 PM.

The Board of Directors is composed of five (5) voting members. If the county assessor-collector is not appointed to the board, the county assessor-collector serves as a non-voting director. Only one (1) of these members represents the City of San Antonio. The Bexar Appraisal District Board of Directors serves a two-year term beginning on January 1 of even numbered years and ends December 31 of odd-numbered years.
The Bexar Appraisal District Board of Directors has the responsibility of hiring the chief appraiser, appointing the taxpayer liaison officer and appraisal review board members, approving the budget, and setting policy. The taxing units that participate in the district elect the Board of Directors.
Meetings are held every fourth Monday of the month (unless it falls on a holiday) at 5:00 PM at the Bexar Appraisal District Office, located at 411 N. Frio Street. Special meetings may be called as necessary.

The Building and Fire Code Board of Appeals is composed of eleven members residing in the City of San Antonio appointed by City Council. The recommended make-up of the board is as follows: two (2) architects, four (4) builders, one (1) person with expertise in fire prevention, two (2) laypersons, and two (2) structural engineers. Members serve two-year terms.
The Board hears and decides appeals of orders, decisions or determinations made by the Building Official and Fire Chief relative to the application and interpretation of the building and fire codes. The Capital Improvements Advisory Committee is composed of eleven members, one member per City Council district and one member representing the extra-territorial jurisdiction. Membership shall include at lest five members representing real estate development or building industry and the remainder representing the community. Members serve two-year staggered terms.
The Committee advises and assists in the implementation of the impact fee process pursuant to Senate Bill 336 passed by the Texas Legislature to provide a method for municipalities to impose impact fees for recouping the cost of off-site capital improvements necessitated by new development. The Committee also serves in an advisory capacity overseeing the mandated public hearings to consider Land Use Assumptions, and considers and adopts the Capital Improvements Plan. The Committee meets as needed. Meetings are usually held on Friday mornings at 9:00 a.m. at the SAWS offices located at 2800 US Hwy 281 North.

The Citizen Advisory Action Board is a component of the Police Chief’s Advisory Action Board. The Board is comprised of eight (8) members appointed by the City Council. Terms of office are for two years.
The Board hears disciplinary cases and controversies that are brought forward by a complainant against a police officer. This procedure applies only to non-criminal investigations of misconduct by employees. Meetings are held on Wednesdays at 8:30 AM at 800 Dolorosa, Suite 402. Meeting duration is usually two to five hours, depending on the agenda. Preparation time for these meetings could take up to two to four hours to review pertinent case material.

The Citizens’ Environmental Advisory Committee (CAEC) is comprised of 11 members appointed by the Mayor and each City Councilmember. The mission of the CAEC is to advise the City Council on its environmental efforts with a strong focus on ensuring the advancement of the City of San Antonio’s ‘Mission Verde’ sustainability plan. The “Mission Verde” plan offers several long-term environmental initiatives that are designed to encourage future development that are economically, environmentally, and socially responsible. The committee will provide recommendations on effective environmental projects, programs and policies to City staff and City Council and it will serve as a forum for the community to offer input concerning environmental sustainability.

This Commission is an eleven-member board representing the Mayor and 10 City Council Districts. All members must be veterans. The Commission was chartered by the City Council on April 12, 2001.
Their mission is to serve the City Council in an advisory capacity on issues affecting the City's military population, both active and retired. They serve as the community's liaison and advocate for veterans' affairs; advise the City Council on issues affecting San Antonio Veterans and their families; and make recommendations for improving services.
Their goals are to: provide a single clearinghouse for veterans' services offered by local, state and federal agencies; advise City Council on all issues affecting veterans and their families; and establish processes to accomplish the Commission’s mission and goals.
The Commission works with the Economic Development Department, Community Initiatives, and External Relations and with the Bexar County Veterans Service Office, as well as with other departments as needed and stays abreast of legislative items affecting veterans and their families.
The Commission meets monthly, generally on the 3rd Tuesday of the month at 3:00 pm. The meetings are generally held at 100 W. Houston, Suite 1900, and Commission agendas are posted outside of City Hall.

The City Public Service Board is composed of five members, four originally appointed by the City Council and one ex-officio member. After the initial appointments, the Board becomes self-perpetuating, vacancies being filled by a majority vote of the remaining members. Terms of office are for five years.
The Board has authority and power with reference to the control, management and operation of the electric and gas systems and the expenditure and application of the revenues of the system. Members receive $2,000 compensation per year; the chairperson receives $2,500 per year. The Mayor of the City of San Antonio serves as ex-officio and receives no compensation. One of the goals of the City is to balance San Antonio's growth by attracting new residents and businesses by promoting sustainable development and economic growth in an area rich with environmental, historical and human and economic resources. One method to achieve that goal was the creation of a Municipal Management District called a Defense Adjustment Management Authority (DAMA) in the statutorily eligible area known as "City South," under the provisions of Chapter 375 of the Local Government Code.
The City South Management Authority was created on May 19, 2005. The Authority is a governmental entity and a political subdivision of the state of Texas. As such, the board is granted the power to generate development, construction, and financing of eligible projects within the Authority.
The Board consists of fifteen (15) members. Six (6) are appointed by the City; Six (6) are appointed by the County; and three (3) are collectively appointed by the school districts within the Authority. Directors are appointed for two-year terms and the Presiding Officer for a four-year term. Meetings are held on the 4th Tuesday of the month at 6:00 pm at the Cliff Morton Development and Business Service Center, 1901 S. Alamo St.

The Community Development Advisory Committee (CDAC) is comprised of 11 members from each of the following categories: School District; Public Transit; College & University; Neighborhood Association; Workforce Development and Capacity Building; Small Business Assistance; Environment; Non-profit Developer/Service Provider; Real Estate/Development; Financial Services; and Non-profit Housing Provider.
The CDAC is responsible for implementing the Strategic Plan for Community Development with the following three major elements: Reinvestment Planning, Coordinating City Resources, and Leveraging Private Sector Investment. The Board was created pursuant to Ordinance 91566 approved on April 6, 2000, to provide input and advice to City Council on the Development of the approved sales tax proposition 3 entitled "Park Development and Expansion Venue Project". On May 7, 2005, voters then approved Proposition No. 1, the "Edwards Aquifer Protection Venue Project," which continues the City's program of protecting the Edwards Aquifer. In addition, Proposition No. 2, the Parks Development and Expansion Venue Project, was also approved.
Ordinance 2008-08-07-0659 established the composition of the CAB and provides for nominees from the following subdivisions, agencies or organizations: (1) Texas Parks and Wildlife and Wildlife Department, (2) Edwards Aquifer Authority, (3) San Antonio River Authority, (4) San Antonio Water System, (5) Parks and Recreation Advisory Board, (6) The Economic Development Foundation, (7) Medina County, (8) Uvalde County, and (9) Director of the San Antonio Parks and Recreation Department. On March 10, 2005, the San Antonio City Council passed and approved Ordinance No. 100539, proposing the creation of a Crime Control and Prevention District pursuant to Section 363.051 of the Crime Control and Prevention District Act. Section 363.052(a) of the Act requires the City Council to appoint seven persons that reside in the proposed district to serve as temporary directors of the district.
The Temporary board of directors is charged by state law to give proper notice and hold a public hearing to gather input from the public prior to the board's adoption of the two-year crime control plan. Once a two-year crime control plan is adopted, a majority of the temporary board of directors may order an election for the purpose of allowing voters to vote for or against the creation of the Crime Control and Prevention District and the imposition of a sales and use tax to finance the district.

The Commission is composed of twenty-nine (29) members as appointed by the Mayor and confirmed by the City Council for staggered two-year terms. Membership shall be representative of various segments of the community, which include community groups, religious, education and law enforcement officials, military community, and chamber of commerce.
The Commission is charged with developing and recommending to the City Council and Police Department a results-oriented community-wide action plan that focuses on crime prevention and early intervention. The Commission develops a workable plan to significantly reduce crime and fear in the City; involves all relevant sectors in developing the plan; and develops along-term vehicle to address the issue of crime. The Dangerous Structure Determination Board is comprised of members designated by the City Manager from the following City Departments: Grants Monitoring and Administration, Planning and Development Services, Department of Community Initiatives, Fire Department, Office of the Historic Preservation and Public Works.
The Dangerous Structure Determination Board (DSDB) is established to conduct public hearings pursuant to Chapter 6 Article VIII of the City Code to determine whether a structure constitutes a public nuisance in need of abatement. The Board may order remediation action up to and including demolition of the structure. The Board further hears administrative appeals of summary abatement actions pursuant to Chapter 14 of the City Code.
The Dangerous Structure Determination Board meets on the 2nd and 4th Monday of each month, excluding City holidays, at 8:30 a.m. in City Council Chambers. Established on August 26, 2004 by Ordinance 99630 that amended the City Code of San Antonio by adding a new Division 4 (Employee-Management Committee) to Article IV (Equal Opportunity and Employee Relations) of Chapter 2 (Administration) in order to provide a consultation process for management and employees to discuss issues and concerns relating to employment conditions.
The Employee-Management Committee will consist of the following:
(1) One representative from each registered employee organization;
(2) One city employee member of each registered employee organization, as designated by the registered employee organization;
(3) One representative from the City Manager's Office;
(4) One representative from the Human Resources Department (Director of Human Resources or designee);

The Empowerment Zone Governance Board (“ EZ Board”) is composed of (17) seventeen members appointed by the City Council. In May, 2004, The City Charter was amended to establish an independent Ethics Review Board (ERB) with jurisdiction over the City Ethics Code and the Municipal Campaign Finance Regulations (Ordinance 100283 dated 1/7/2005).
The Ethics Review Board is composed of eleven (11) members appointed by the City Council. Members shall have good moral character and shall be residents of the City. No member of the Board shall be: a salaried City official or employee; an elected public official; a candidate for elected public office; an officer of a political party; a campaign treasurer, campaign manager, officer or other policy or decision-maker for the campaign of any candidate for elected public office; a campaign treasurer, campaign manager, officer or other policy or decision-maker for any political action committee as defined in the Texas Election Code; a member of any City board or commission other than the Ethics Review Board; a member of any board or commission for which the position is appointed by City Council; a lobbyist required to register under Division 5 of the Ethics Code. No member of the ERB shall have any convictions for a felony or a crime of moral turpitude, or shall have been found in violation of any provision of the City's Code of Ethics. The San Antonio Police Department will conduct a criminal background check through the NCIC system for the final nominees.
The Commission shall meet as necessary in the Municipal Plaza Building "C" Room, usually at 5:30 PM.

The Commission is comprised of three (3) members appointed by the City Manager and ratified by the City Council for three-year staggered terms. A joint advisory commission to the City of San Antonio City Council and to the Bexar County Commissioners Court shall be comprised of twenty (20) members. The City of San Antonio City Council and the Bexar County Commissioners Court shall each appoint ten (10) members to serve on the Commission. Appointments of members to the Commission will be made to ensure representation from all sectors of the City of San Antonio and Bexar County. The Chair and Vice-Chair of the Commission shall be selected jointly by the Mayor of the City of San Antonio and the Bexar County Judge. The Commission may create committees to advise the Commission on certain matters.
The Commission will advise City and County elected officials as to the recommended process for delivery of Capital Improvement Projects, including review of scope, cost estimate, budget, schedule, public input, alternative delivery systems, program management and other capital improvement processes. The Commission will meet as often as necessary, but not less than four (4) times per year. The Commission meetings will be open to the public and held in accordance with the requirements of the Texas Open Meetings Act.

The City/County Joint Commission on Elderly Affairs was created on June 27, 2002 by City Council and is made up of seventeen (17) members. Eleven (11) of the members are appointed by City Council (one appointment from each City Council member and the Mayor). The remaining five (5) are appointed by the Commissioners Court. To be eligible for appointment, members are to be 60 years of age or older and can serve up to three two (2) year terms. The Executive Director of the Alamo Area of Council of Governments shall serve on the Commission as an ex-officio member.
The Commission serves in an advisory capacity on issues affecting the City/County’s elderly citizens 60 years and older. The mission of the Elderly Commission is to work to improve the quality of life for seniors in San Antonio and Bexar County through outreach, advocacy, and support of senior services and resources.
Meeting times are scheduled for the second Monday of each month at 10:00 a.m. at 2300 W. Commerce (Mexican American Unity Council (MAUC) building in the ground floor MAUC Meeting Room, unless otherwise noted.

The Mechanical Appeals and Advisory Board is comprised of eleven members appointed by the City Council who reside in the City. Membership includes one (1) licensed mechanical contractor; two (2) licensed mechanical technicians (one open shop, one union), two (2) professional engineers licensed in this state, one (1) commercial refrigeration contractor, one (1) manufacturer's representative or distributor of refrigeration, heating, or air-conditioning equipment, one (1) licensed architect and three (3) laypersons. The Board determines the suitability of alternate materials and methods of installation, and provides for reasonable interpretations of the Mechanical Code. The Board hears all appeals from decisions of the Director of Development Services respecting the construction, application, and enforcement of the Code. The Commission is composed of three regular members and three alternate members appointed by the City Council for two-year terms. Member shall be a qualified elector of the City.
The Commission hears appeals regarding municipal employee suspensions, reductions or removals, and investigates personnel administration of the City as needed. Members are compensated for their services as determined in advance by the City Council. Meetings are held twice-a week on Tuesday and Thursday at 9:00 AM in the Plaza de Armas Building, 1st Floor MCSC Conference Room. Meeting duration varies from one hour to eight hours depending on agenda.

The Municipal Court Advisory Committee serves in an advisory capacity to City Council, functioning as judicial liaison providing recommendations on matters pertaining to Municipal Court, including judicial nominations.
Appointments for board members are made in June of each odd-numbered year for a two-year term beginning on July 1. All members shall serve until their successors are appointed and qualified, subject to approval by City Council, and will be eligible for reappointment for two additional two-year terms. Members shall serve without compensation.
The makeup of the board shall consist of: (1) one voting member from the membership of the San Antonio Bar Association; (2) one voting member who currently serves as a judge, but not with the San Antonio Municipal Court; (3) the Presiding Judge of the San Antonio Municipal Court serving as a non-voting member; (4) the Mayor serving as a voting member; and (5) two members who must be citizens of the City of San Antonio. The Mayor and Presiding Judge of the Municipal Court shall serve in an ex-officio capacity, meaning that the individuals holding the offices of Mayor or Presiding Judge shall be members of the committee during the time they hold their respective offices.
Meetings are held on the 4th Thursday of each month at the Municipal Court Conference Room #203, San Antonio Municipal Court (Frank Wing Building), 401 S. Frio, from 11:30 - 1:00 pm. Special meeting will be called as needed.

The Municipal Golf Association - SA (MGA-SA) Board of Directors consist of 15 members, seven selected by MGA-SA according to provisions in its by-laws, six appointed by City Council and two ex-officio voting members appointed by the City Manager. Appointments made by the City Council are for two year terms.
The mission of the MGA-SA is to provide the best quality of municipal golf to citizens at an affordable rate, continue to provide municipal golf as a City amenity available to citizens and visitors, provide access to all citizens and visitors and encourage senior play as well as promote junior golf.

The Parks and Recreation Board is composed of eleven members appointed by the City Council. The Board advises the City Council and Staff on matters pertaining to the parks and recreation of the City. Meetings are held on the fourth Monday of each month at the Lion's Field Adult and Senior Citizens Center, 2809 Broadway. Meetings begin at 5:30 p.m. Special meetings are called as needed.
